On Thursday 30 January Councillors at the Guildhall will be holding a public meeting for anyone interested in discussing Northampton Borough Council’s budget proposals. The meeting is open to anyone who would like to hear the proposals, ask a question or offer an idea.<br />

This year’s budget includes:<br />

A range of proposals that would see around £2 million in savings being made by the authority. Savings are being achieved through a challenging programme of internal cost-cutting measures that will tackle this year’s budget shortfall and prevent the budget gap growing even further in 2015/16.<br />
<br />
In addition to savings the Borough Council will set up a business incentive scheme to fill empty properties and help small businesses. And increasing the amount of free parking is being proposed to help bring more shoppers into the town centre. There are also plans to invest more than £13 million on infrastructure and regeneration projects in Northampton.<br />

Councillor Alan Bottwood, Northampton Borough Council’s cabinet member for finance said: "This is your chance to talk to us about how we are making savings and investing in the future of our town.<br />

“These are challenging times, and we want to make sure every penny is invested supporting the people and businesses of Northampton.<br />
<br />
"So please take some time to read our proposals and tell us what you think. We have arranged for a public meeting to be held at the Guildhall so that you can talk to leading Councillors about our plans and how you would like the Borough Council to prioritise where we invest and save."<br />

Nineteen of the 51 burglaries reported in Northampton since 1 January have been at properties where the offender has got in through an unlocked front or back door.<br />

Detective Sergeant Carrie Powers said: “Unfortunately, too many people still leave doors unlocked – often they simply forget to check or think someone else in the house must have done it.<br />
<br />
“In the first 13 days of January, more than a third of burglaries in the Northampton area have happened because the house was left insecure – in some of these, the householder was in the property at the time.<br />
<br />
“Burglars are opportunistic and if they come across a door or even a window that’s been left unlocked, it’s an easy target for them. Yesterday, central sector officers were checking doors while out on patrol and found 15 front doors unlocked.<br />

“Properties where the front door opens straight onto the street or back onto an alleyway can be particularly vulnerable, but I would urge everyone, wherever they live, to please make sure they’ve locked up properly, both when they’re in the house and when they go out.<br />

The ceremony will take place in the Guildhall’s Great Hall at 6:30pm and there will be a number of speakers and performances, including contributions by children and young people from Briar Hill Primary School, Abbeyfield Secondary School and the Borough Council’s Northampton Youth Forum.<br />

There will also be a short flower laying ceremony at 12 noon on Monday 27 January which will take place at the Holocaust Memorial Stone in The Courtyard at The Guildhall.<br />

Councillor David Mackintosh, leader of Northampton Borough Council, said: “Holocaust Memorial Day marks the anniversary of the liberation of Auschwitz Concentration Camp and also recognises other genocides around the world.<br />

“It’s important for us as a community to come together and spare some time to mark this international event. I hope that everyone will join us for the ceremony on Monday (27 January) to reflect on the many people who suffered from prejudice because of their religious beliefs or nationality.”<br />

Work to remodel the market square fountain is set to begin today, Monday 20 January.</div>

The first phase of work will involve upgrading the underground systems serving the fountain. The area will be fenced off and this fencing around the compound will remain throughout the works.</div>

Last year Northampton Borough Council asked people for their views about the future of the fountain and the majority of responses (58%) revealed that people wanted to see the fountain remodelled and switched back on.</div>

Police are issuing crime prevention advice after a phone scam continues to affect people in Northamptonshire. </div>

The phone scam encourages residents to part with bank details including pin numbers and banks cards and police are urging people never to part with this information.</div>

During the scam the offender calls the resident, purporting to be a police officer, investigating a fraud on their bank account, a fraud investigator from a bank or other bank official. They then ask for account information, including their card numbers, security number and pin number.</div>

If the resident becomes suspicious, the offender suggests that they call 999 or 101 and ask for confirmation that the person is a police officer. </div>

The victim then calls police, but doesn’t realise that the offender has not hung up so goes straight through to them again. In some cases another offender comes on the line and pretends to be working in the police control room and verify the officer’s details. </div>

The caller is then transferred back through to the first offender who obtains all their details. </div>

In some cases the criminals have sent couriers immediately to the victim’s property to pick up their cards which are then used fraudulently. </div>

More recently there has been a variation on the original theme, the caller will request that the victim go to their bank to withdraw money or simply instruct the victim to transfer an amount of money into a specific bank account. </div>

The offenders are deliberately targeting older victims. </div>

Bryan Pye from the fraud and financial investigation team of the East Midlands Special Operations Unit said: “This is a scam which appears to be operating nationally. An arrest was made shortly after a number of incidents occurred in Northampton in July and as a result that investigation is still ongoing. It appears that residents are refusing to give their details but these calls show that the offenders are continuing to target people in Northamptonshire and the surrounding area. </div>

The aim of the initiative is to highlight the risks to all road users - drivers, bikers, cyclists and pedestrians - of being involved in a road traffic collision as a result of being distracted. People can be distracted when using a mobile phone, using headphones, applying make up, eating and drinking.</span></div>

Northamptonshire Police is supporting this week’s Alcohol Awareness Week, which is aimed at encouraging people to think intelligently about alcohol, and the impact it has on individuals and society. </div>

As well as the associated health risks, excessive alcohol consumption is linked to 50 percent of violent crime, not to mention family dysfunction and road traffic collisions.</div>

During the week, we will be raising awareness of alcohol related issues in the county and asking people to think about their relationship with drink. We will also be backing Dry January 2014, encouraging people to give up drinking for a month.</div>

“Alcohol has a huge impact on policing.</div>

“Drink-fuelled anti-social behaviour in our pubs, clubs and on our streets is only part of the problem. Offenders are thought to be under the influence of alcohol in 25 to 33 per cent of known child abuse cases as well as 50 percent of all violent crimes. Excessive drinking clearly increases your likelihood of committing a crime or becoming a victim.</div>
