Councillor David Mackintosh, leader elect of Northampton Borough Council, has unveiled his new cabinet today (Monday 31 October).


The Cabinet contains a number of new, unsalaried, support appointments to strengthen the Borough Council’s leadership and drive the improvement agenda forward.
 
Councillor Mackintosh said:  "I’m really pleased to have the opportunity to lead a great team of people at such a challenging but exciting time for Northampton.

 
"We will be working really hard to make the most of the fantastic opportunities opening up for our town, through projects like the Enterprise Zone and our town centre regeneration.  We’ll also be making the most of our great heritage and cultural assets to enhance the reputation of Northampton as a place to come and invest, to live and to grow.
 
"We are committed to making sure Northampton comes through these difficult economic times and to working with local communities to shape a great future. We are all incredibly proud to be able to play a part in that.”
 
The Cabinet line-up will be:
 
Councillor John Caswell will be the Deputy Leader of the Council, as well as Cabinet portfolio holder for Environment, which includes licensing issues and carbon management as well as environmental services and environmental health.
 
Councillor Tim Hadland will continue as the Council’s portfolio holder for Regeneration and Enterprise, which includes Planning matters.  He will have responsibility for major regeneration projects, for economic partnerships and the Business Improvement Districts, for town centre management and operations, heritage, strategic planning and community regeneration.
 
Councillor Alan Bottwood will continue as the Council's portfolio holder for Finance, which includes responsibility for information technology and for facilities as well as the Revenues and Benefits service.
 
Councillor Mary Markham will be portfolio holder for Housing. This includes landlord services, housing options, housing asset strategy and management,
estate renewal and sheltered housing.
 
Councillor Brandon Eldred will be Cabinet member with responsibility for Community Engagement, which includes community centres and work with the voluntary sector. He will also oversee neighbourhood working, events and culture and sports and leisure, as well as having responsibility for equality issues.
 
Cllr Mackintosh will take responsibility for community safety, partnerships and the overall strategic direction of the authority,
 
For the first time, four portfolios will also have an assistant cabinet member.  These new, unsalaried posts will provide extra support to the Cabinet to meet the challenging agenda for the town.
  
The Assistant Cabinet members are:
Environment – Councillor Matt Golby
Regeneration and Enterprise – Jonathan Nunn
Community Engagement  - Anna King
Housing – Stephen Hibbert
 
 
Councillor Phil Larratt will take up a special post as Advisor on Shared Services.  His remit will be to look at opportunities to share services with other authorities, a key policy of the new administration as it moves to drive forward efficient ways of working and to save money. This post is also unsalaried.
 
Councillor Michael Hill will act as Advisor on Civic Affairs to the leader. He will help to shape a number of important civic events over the coming months.
 

Cllr Mackintosh said:  "Since May, we have shown people we are listening. I am positive that this strengthened new team will keep things moving forward.”
